Welcome and How to Use This Guide
Welcome to the Protection of Personal Information Act (POPIA) Level 1 Training Course. This comprehensive self-study guide has been specifically designed to introduce you to the fundamental concepts, principles, and requirements of South Africa’s primary data protection legislation. Whether you are an employee, business owner, manager, or simply someone interested in understanding data privacy, this course will provide you with a solid foundation in POPIA compliance.
About This Course
This Level 1 course serves as your entry point into understanding the Protection of Personal Information Act 4 of 2013 (POPIA). The Act represents South Africa’s commitment to protecting the personal information of its citizens and aligning with international data protection standards. Since the full commencement of POPIA on 1 July 2021, all organisations operating in South Africa are required to comply with its provisions, making this knowledge essential for virtually every working professional.
This training material is structured as a self-paced learning journey. You are not required to complete the entire guide in one session. We recommend breaking your study into manageable modules, allowing time to absorb and reflect on the concepts presented. Each module builds upon the previous one, creating a logical progression from basic understanding to practical application.

Important Note on Legal Citations
Throughout this guide, references to specific provisions of the Protection of Personal Information Act are cited using the section numbers from Act 4 of 2013. For example, a reference to ‘Section 1’ refers to the definitions section of the Act, while ‘Section 8’ refers to the accountability condition. These citations are provided to help you locate the relevant provisions in the official legislation and to develop familiarity with the Act’s structure. The full text of POPIA is available on the Department of Justice and Constitutional Development website and through the South African Government Gazette.
This guide is current as of January 2025 and incorporates the amendments to the POPIA regulations that came into effect in 2023. However, data protection law is an evolving field, and we encourage you to stay informed of developments through the Information Regulator’s website at www.inforegulator.org.za.
